Walk-in Freezer repair not cooling enough in San Jose, California

The walk-in freezer showed 37F. And evaporator coil was fully over frozen. I did check defrost thermostat and heaters – they’re was ok. And then went to the roof and find that defrost timer won’t start defrost cycle. After replacing defrost timer – walk-in freezer started freezing as well.
